Status: Awaiting Phase 1 independent execution by xAI Grok 4.3.

Per the protocol in prompt.md §4, this evaluator runs in isolation against /tmp/v070-nhi-assessment-<ts>-grok-4-3/ (or .local-runs/ equivalent) with no cross-talk to the Claude Opus 4.7 or GPT 5.5 reports during execution. The decorrelated-errors property that justifies running three evaluators requires this isolation.

Issue #1171 stays OPEN until this file is populated.
